  1. Formed in 1927
  2. 7-member under John Simon to report on condition of India under new Constitution.
  3. All parties boycotted it because all members were British.
  4. Commission submitted its report in 1930 & recommended- abolition of dyarchy, extension of responsible govt, establishment of federation of British India & princely states, continuation of communal electorates.
  5. Three round table conferences of British govt, British India & Indian princely states convened resulting in White Paper on Constitutional Reforms for consideration of Joint Select Committee of British Parliament under Lord Linlithgow.
  6. Above recommendations incorporated with some changes in Govt of India Act of 1935.
