Feb 20, 1947 British PM Clement Atlee declared British rule would end by June 30, 1948. Muslim League demanded partition.
June 3, 1947 British govt made it clear than any Constitution frame by Constituent Assembly of India cannot apply to parts which were unwilling to accept it. On same day, Lord Mountbatten, Viceroy of India, put forth partition planMountbatten Plan. Plan was accepted by Congress & Muslim League. Immediate effect given to plan by enacting Indian Independence Act, 1947.
Lord Mountbatten became first Governor General of India.
Constituent Assembly of India became Parliament.
 
FEATURES
  1. Declared India as independent from 15 Aug, 1947
  2. Provided for partition with Right to Secede from British Commonwealth.
  3. Abolished office of Viceroy. Provided each dominion a Governor General appointed by British King.
  4. Empowered Constituent Assemblies of 2 dominions to frame and adopt any Constitution, to repeal any British Parliament act including Independence Act.
  5. Empowered Constituent Assemblies to legislate till new Constitution enforced.
  6. Abolished Secretary of State for India and transferred his functions to Secretary of State for Commonwealth Affairs.
  7. Proclaimed lapse of British paramountcy over Indian Princely States and treaty relations with tribal areas.
  8. Granted freedom to Indian Princely States to join India or Pakistan or remain independent.
  9. Provided governance of each dominions and provinces by GoI Act, 1935 till new Constitutions framed.
  10. Deprived British monarch rights to veto bills. Governor General retained power to assent to any bill in name of His Majesty.
  11. Designated Governor General of India and Provincial Governors as Constitutional (Nominal) Heads of States to act on advice of Council of Ministers.
  12. Dropped tile of Emperor of India from royal titles of King of England.
  13. Discontinued appointment to Civil Services. Members of Civil services appointed before 15 Aug to enjoy all benefits.
