Provided addition of 6 new members (4 appointed by local/provincial govt of Madras, Bombay, Bengal, Agra – first time local representation) called legislative councillors to council for legislation.

Established separate GG’s legislative council called Indian (Central) Legislative Council. Local representation introduced in it. Law needed assent of GG and he could veto any bill.

Legislative wing functioned as mini-Parliament like British Parliament.
